Worth mentioning that I did a fresh reinstall of Windows after this, where Bluetooth appeared and worked straight away, and where there was only one option for the AX200 and other cards under legacy hardware network adapters, not a Windows and an Intel option for the same hardware. Try adding the specific card to Windows manually, be it the AX200 or whichever came with your motherboard. This for me added Bluetooth to the device manager and also as a working function to the computer.
In the list over network adapters, look under Intel Corporation and select model Intel(R) Wi-Fi 6 AX200 160MHz (Windows) (make sure to select the Windows option, not the Intel one) and continue.

Click through the wizard, selecting Install the hardware that I manually select from a list (Advanced) and then choosing Network adapters as hardware type. Then select Action -> Add legacy hardware in the toolbar. Select your computer, which should be the topmost entry and parent to all other devices listed. What seems to have fixed it for me is setting up Bluetooth manually as legacy hardware.

Tried every version and combination of the WiFi and Bluetooth drivers, getting them directly from Intel, through Windows update and the motherboard software.
No Bluetooth to be found, and the hardware not detected in Device Manager. Had the same issue on a B550-E with the included Intel AX200 card.
